Nayan 90d3bf9dbe feat(cli): the airship binary and its argument parsing

The one package published to npm. `npx airship` in a project with a dev server
running should be the whole setup, so the binary owns argument parsing, terminal
chrome and error messages that name the fix rather than the stack.
