evaluation(rsl-siege-manager): capture dry-run results + verdict

Adds the rsl-siege-manager evaluation under a new `evaluations/` convention: - `evaluations/README.md` — directory index for future evaluations. - `evaluations/rsl-siege-manager/runbook.md` — methodology used (relocated from siege-web's `docs/experiments/graphify-dry-run.md`). - `evaluations/rsl-siege-manager/results.md` — decision log with quoted findings and acid-test scoring. Verdict: do not adopt. - `evaluations/rsl-siege-manager/graphify-out/` and `…-with-tests/` — raw artifacts (GRAPH_REPORT.md, graph.html, graph.json, manifest.json) so quoted findings stay auditable. AST cache excluded. Also extends `.gitignore` with a scoped exception so the rule that hides fresh `graphify-out/` from a developer's working checkout still applies, while committed evaluation artifacts under `evaluations/` are preserved. +## TL;DR
+
+The dry-run was executed twice against rsl-siege-manager at commit `6085fd66` — once excluding tests, once including them. Evaluated against the acid-test criteria from #397 (god nodes, surprising connections, and suggested questions should reflect things the user would nominate themselves), the tool failed on all three headline outputs. The without-tests run surfaces utilities and React page components alongside legitimate domain models; the with-tests run is dominated by test fixtures. Neither output justifies integrating a `PreToolUse` hook.

+## Windows-specific gotchas to watch for
+
+- **`/graphify extract .` will fail in PowerShell.** PowerShell treats `/` as a path separator. Use `graphify extract .` (no leading slash). The slash form only works inside an AI coding assistant's chat prompt.
+- **The PreToolUse hook graphify installs uses `python3`.** Windows installers typically register `python.exe`, not `python3.exe`. If I do eventually run `graphify claude install`, the hook's `python3 -c "..."` may silently no-op (it's wrapped in `2>/dev/null || true`) — meaning the nudge never fires and I won't know.
