ci: upgrade actions/checkout to v7.0.1 (Node 24)

- Replace pinned checkout commit 11bd7190 (v4.2.2, Node 20) with
  3d3c42e (v7.0.1, Node 24) in ci.yml (3 refs) and auto-merge-journal.yml (1 ref)
- Clears the 'Node.js 20 is deprecated' runner annotation
